Why are there staff in the back-room?? There should be dedicated staff to re-stocking, facing up and other general duties and dedicated staff to man the counters. Apart from a few percentile the managers should know when the busy periods are, when the quiet periods are. Shoppers are basically creatures of habit. If a manager and therefore the store is operating efficiently then they should have their finger on the pulse as to when staff is required, this is the day of the computer and figures should be easily accessible for proper efficient forward planning.
As I said before, the cost of a checkout person standing around for a few minutes is negligible to the goodwill of getting the customers through quickly. Shoppers expect a good shopping experience and WILL remember a bad shopping experience.
