Absolutely long term operations and maintenance. I interpreted (or mis-interpreted) "Operator" to mean getting revenue from selling power (as with Northam where CCE and partner are owner and operator) which is clearly not the case where Western Power owns the infrastructure than EMC has designed and built.
Operations will hopefully someone checking for exception alerts reported to a remote control centre over the internet, for example to notify that the diesel generator needs more fuel, or power generation is down because of seagulls crapping all over the solar panels.
