We don't know exactly why Western Power chose EMC to build Kalbarri:
Most likely some combination of the above. The important thing is that it has happened, and it's up to EMC/LLC to deliver. For them, the key thing is to turn this into a pipeline of many such projects by Western Power, and perhaps even more importantly Horizon Power (what happened to EMCK??) Once they have profitable projects successfully delivered and more on the way, they will be able to think about expanding into other states (though I'm sure they're doing that already).
- Best technical solution?
- Lowest-cost bid?
- WP wanted EMC because of success of earlier projects?
- Political pressure on WP to choose a local company?
Another big potential market (already started with GI and Delamere) is Department of Defence - big advantage being an Australian company here.
And finally there's the UN project, and various remote islands projects (whatever happened to Mauritius)?
P.S. I'm pretty sure Kalbarri is a build contract, not build and operate - Western Power will be the operator.
