Well as you don't speak to Tony or try to access the share register, nor it seems the TSX listing guidelines, it's not surprising you have no idea why a company might want to maximise resources before listing.
For maximum impact.
But those are my reasonable assessments, based on my own research. Not based on anything Tony has said to me personally.

No of course not! It never occurs to you that claims made about personal holdings are unverifiable, and that people can vent to help their trades. Just like it never occurs to you to look up the register or seek more detail from Tony. Nup! And Tony's the lazy one!
