So true, not just Africa but for most third world countries. It seems to be a combination of communal attitude/cultural thinking, education, corruption. The cultural pattern is quite different from a Western one and this frustrates a Westerner no end. Yes does not mean yes, it means I agree with you to keep you happy but I will do what makes sense to my community. If you make me look bad in any way (including speech) then I will never forgive you and always work against you but never tell you that I have a problem with you.
