I think you must be confusing me with a company CEO or GM.
I don't have to justify anything. The blokes running the show will either KNOW what to do, or if they don't, FIND OUT what needs to be done and how to do it.
You have some paranoid desire to have posters on HC explain all the aspects of running a business.
The one thing you've never done is set out the process where PASS can be transported, treated with lime, tested (perhaps more than once) and stored, all for $20 per tonne.
