At least the financial difficulties of the Geothermal projects has been recognised and has some plan attached to it in typical well meaning but needing some modification fashion that hasn't cost a razoo yet, but has provided some face saving and consolation value.
You will find that the assistance available will be firstly directed toward keeping or expanding independent Indonesian companies ability to produce these facilities in one way or another. The fact it was first made available to local government is indicative of that.
