I suspect that superior staff performance rarely exists in a vacuum. Just as I suspect that superior inventory management systems, training programs, delivery and infrastructure rarely do.
Put a smart and motivated operator into a sh*tty situation, and I reckon you will soon see that operator resembling his/her environment, more than vice versa. Or said another way, the fish usually stinks from the head down. And, of course, the converse is also true.
