Not sure if you have looked up much about them but Strategic Minerals will not have any problem getting this to production if they choose too, and they have made it clear (very clear) that is exactly what they intend to do. They have revenue coming in from a separate project already to fund it but believe this will become the biggest revenue earner of all their projects.

The eventual sale of two materials that have increasing demand (3 including Copper)? Not too much of an issue I would think.

The trick is (and my guess to what the market is waiting for) is how NAE will hold on till production and become an income producing miner. Time will tell.
