We will never know whether Ceto 5 was okay technology or not. I have a feeling it was not but it was a step they had to take.
Ceto 5 got them into the game but it wasn't good enough to keep them there. From the time they got the first one in the water, they would have known they needed more but it bought them time to work on something better than the first crude effort.
The new one has to be multiples better than the previous one to have any chance of success and that is what they are telling us they have got.
The same scenario of non disclosure can't play out twice.
Unless we see something akin to a Tiger Moth morphing into a Lear Jet, no one will want to know them.
