People shouldn't be playing "what if" games with this.  ZERO CHANCE.  Instead, you should maybe wonder if Northam will be operating in 2018.  They've said "mid year".  If that means July, I say no way.  I'd say 50-50 by December.

There's a remote chance of Ceto 6 being deployed in 2019.

There's more chance of Ceto 6 being deployed in 2020, but I wouldn't be staking your children on it.  Not the ones you like anyway.

Money hasn't been the issue with Ceto.  CWE were funded by shareholders and grants to deploy in 2016, but they knew that wasn't going to happen because it wasn't going to work, and spent money buying EMC and fluffing around in the UK instead.
