As far as quoting stuff from thenewspaper.com - one needs to account for the fact that this is an anti-automated-enforcement lobby website that only published material with a negative slant on things.
For example: The fact that no equipment of any kind anywhere on the planet has perfect accuracy means that *all equipment* - regardless of use or purpose - is inaccurate. A child could work this out very easily. That's why there are limits and standards that specify *how* inaccurate equipment is allowed to be. Not much to drone on about, is it? Just a lot of hot air.
Regarding potential legislation: So far there have been more wins than losses (for automated enforcement). Public opinion is *for* RLC and public opinion almost always wins. Really, the only opponents are a few misguided old Republicans.
I think the underlying reason for the SP drop is *uncertainty*. As our friend Nightstalker has informed his mailing list, there are moves underway that will eliminate the uncertainty over the next 12 months or so. (Hopefully sooner).
