sorry to be clear - the 6.1 US cents per kwh is calculated using the 33% efficiency and $6/mmbtu japan landed spot LNG number. If the LNG price is $7 then the cost will be closer to 7.2 US cent/kwh.
The LNG is likely to be cheaper than what the japanese pay because the Pagbilao is closer to indonesia than Japan.
