Its madness @Catgut The DOD in just about every land IMHO is taken for a ride by those who think its a purse without a bottom.
Was reading ages ago about the alleged cost of getting a pencil passed for the US Navy.. from memory
by the time the Red Tape had been well oiled each pencil ended up costing about US$20 and that was in the 1970's
when a pack of smokes here was about $0.50.
Go fig.
