I assume it is large holders keeping the price down in order to get more shares for the dividend reinvestment plan. It takes the average trading price of the 10 days on/after ex dividend day and gives a 5% discount. So obviously keeping the price at $2.30 is more profitable long term then letting it run to $3 as an example.
