I think raised roads with storm drains are the long term, expense answer but the good news is that once the rain is gone and the ponds dry up, a bit of earth moving and sand grading and the make shift road system will be back at it.
The question in my mind is the forecast meteorology. Many sites have very different predictive models for the next week. But the stormy weathers in the tropics will subside and they can get back to business.
