Most important right now is referendum
I think better for us to concentrate on referendum for now
After we know if independence or greater autonomy, Bougainville can decide to benefit from Panguna
Maybe nationalize mine. Maybe get provincial taxes. Maybe sell the mine to highest bidder
Nothing sure till after referendum
Maybe change constitution
Too many questions
Hard to decide who will develop Panguna if no decision on who is owner
Maybe Bougainville get independence and sign deal with China Rail to fix all the roads and develop Panguna
Maybe Ramu Nickel China group also have interest
