All of the sells/buys at 0.002 occurred during the pre-open matchup auction as the market opened.
There were more buyers in pre-open with bids at 0.002 than sellers with offers at 0.001 when the VIL opened for trading at 10:09:04. Therefore the open price was 0.002.
