The SP takes a dip on the ex-dividend date, because shares purchased on that date lack the entitlement to receive the dividend. Therefore while the price may look 'cheap', it really shouldn't be any cheaper than the day before, when it was trading cum-dividend.
Your best bet would be to take advantage of the share purchase plan, which occurs around the time of each dividend payment, and allows you to buy up to $2500 worth of shares at a 2.5% discount to the market price over the preceding few days.
