water is a problem and seems an unlikely cost considering the potential but have first hand knowledge that these lined dams will slow things down a bit until a suitable arrangement with the various local councils can be settled. The gas comes from poorer socio-economic areas and if gas is simply piped to another area with that free water simply put back into the ground this would represent a loss of employment and/or loss of job opportunities to these various local councils. parents had gas drillers in their backyard as did neighbors and while every hole has gas(tara area) it gets concentrated just north past bluegums on the highway for a power station and the water dam on site is impressive given that the area has a shortage of water and is a problem . A lot of people in that area would be happy to have access to that excess water but jobs would be better, hence the salinity problem.
