The 2D data exists and the 3D doesn't, fairly simple I would have thought. Just because it isn't as accurate doesn't mean its not going to be extremely useful. As Kiril stated when asked what he would be doing after the company found out about the data....I would want it interpreted.

If after interpretation of the 2D data the results were inconclusive and no site could be chosen with any confidence then maybe producing some 3D data would be wise. It may be however that any 3D data would only be useful for confirming 2D results and perhaps not seen as critical.
