"We are all subject to the national rules of the party, that includes the unions, that includes Lindy Nelson-Carr, that includes everybody," he said.
"But if the resolution gives us flexibility, and I will be clarifying this with [federal Opposition Leader] Kevin Rudd when I return, then we will maintain the current position."
