Don't know whether it needs Parliament approval to proceed as is approval for to proceed with "Application". It may just be Ministerial approval or Committee Approval.

I suspect that the Decommissioning Report and Rehab Report went to ISP Consultants vide DEHP for Analysis and Comment, before bouncing back to relevant authority for final decision.

Patience is needed when dealing with bureaucracy, personally I'm hoping for an early Xmas present, but not holding my breath with an expectation.
