hmmm not necessarily, a simple experiment seems to support filling of cup 3 over 2 - place your index finger (closest phalanx to your knuckle) underneath a running tap, observe the directional change of the water when you flex the rest of your index finger at various angles. The direction of the water tends to be parallel to farthest phalanx.
