Borshoff seems to rule out using the funds for EME counterbid, saying he isn't interested. My interpretation is he either wants to mop up some of the smaller ones (not necessarily only those in Africa) or he wants to take on a joint venture into a U deposit owned by a larger diversified resources company in exchange for PDN expertise.
For what its worth, if PDN are thinking outright takeover of an African target, I think NGM is the most likely.
