many ways you can look at this.. management could have either raised more capital back last year while price was low to get them through final drilling and then scoping stages... OR... they could raise enough to just do the drilling and see what the results were first.. if they were good... then they could raise the next lot of cash at a premium. While I have put in a bid, it is possible they may choose to give stock to certain people or institutions who they know want in for the long term.
