raise while there is anticipation of bettering times before that is concluded one way or the other .
if the scoping turned negative it would be terrible to raise - so is probably just hedging their bets.
if scoping is good then it’s a win - win for participants
it’s the same bet. Scoping study will put all the metrics together to clarify .
But if they are hedging- it shows that they are not 100% confident or would do it later .
