There is plenty of money around. If the plan is good every step reduces risk as somebody mentioned and there will be funds available. It is also a very good political story. If it all takes a bit longer, the current shareholders will end up with more equity as we progress down the timeline. I hope that they will use the 25m first before they commit to more funds.
