Obviously the question was addressed to K, but, the coal allocations will certainly not be given away for nothing IMO SP3.
Just like ALDP funding they will be given to Co's that have the best business case to ensure the Vic Gov get as good a return on the coal as possible.
Backing/partnering/off take/previous experience etc... will all be heavily scrutinized before a single tonne of coal is allocated IMO
