"With two of the LV power companies as members of the DICE research group, don't you think that is their plan going forward?", good business sense to either hedge your bets, or at the very minimum, at least, BE SEEN at least, to be hedging your bets ie not favouring a particular outcome, even if there is one that seems to be the only ST option.

Especially if there is one that's a no brainer that stands out well above the rest!
