If the govt gives away the company tax to niels550 then the govt has to get more money from Joe Bloggs to pay off the debt.
If the govt does not give away the company tax to people who don't even pay any tax (niels550) then they won't have to get more from Joe Bloggs. Joe can spend his money in Aus while niels550 lives in Thailand.
