So, unless the PBO states specifically in regards to this particular policy, you won't accept their word that they follow the same process for all polices costed?
so something like this is no good to you?
"I can confirm that, as with all policy costings that the PBO conducts, the baseline for the policy costing incorporates all government policy, both legislated and committed, at the point at which the costing is done."
Then perhaps I won't bother with specific quotes and will leave it to you to apply your own special costings formula.
