I would not underestimate CCE's ability to win tenders on their own merits.
Consider this, the solar array for the radio telescope at Murchison was jointly done by Horizon Power and EMC.
Whereas, the battery energy storage system for the radio telescope, was awarded to EMC only.
Why would this be?
Perhaps it is because the CSIRO preferred to work with a private sector company better able to adjust to the technology challenges that this groundbreaking project would present?
Perhaps a publicly owned utility like Horizon Power is constrained in ways, that a private company like EMC is not?
