Horizon Power bidding will set a technical standard for the others including CCE to meet 'utility grade'. If CCE can't meet the spec with all of its remote and standalone experience then CCE does not deserve to survive.
Horizon Power may even bid as a super-contractor, selling someone else's product/system under their own tender.

Happens all the time in the mining industry, we have Lead contractors who subcontract out to 3 different tiers of companies. They just coordinate and take cream off the top.
