My guess is that they need to show that they can get operational at the lng terminal, whether that be via a barge or completing the tank infrastructure. The implication being that the financing of the power station could be partially contingent on financing the terminal. Unfortunate given the mess that standard chart are in.

The other possibility is that there is not yet an off take agreement with the grid due to Philippine beauraucracy . This is also an unfortunate cp but that's life doing business in a place like this.
