The valuing of topsoil seems odd to me too.
The benefit I see in the increased housing starts in Australia is the value of shifting a quantity of Soda Ash from lower margin exports to higher margin domestic sales. This is a positive.
No additional tonnes will be sold as the nature of the plant is that it runs flat out anyway.
