Here's a possibility,
Raise and little capital, dilute to 500 mil add a little debt + get stage 1 and 2 going = income around a billion. Then throw in stage 3 paid for by stage 1 and 2 earn another Billion, = 2 Billion work on a PE of 10 and "hey presto".
