I really struggled with the RNT numbers and did some digging a few months ago. I agree, the rent.com.au potential market figures looked high and I couldn't reconcile them with the size of the population and number of houses when I first reviewed them.

Checking against the ABS figures and household make-ups (+ rental vs ownership, mortgage etc) I figured they are multiplying the number of households who rent by the number of occupants in each house.

That way that came up with the 7 million potential renters. It was one of the things which turned me off buying in much lower (in hindsight I still should have!).
