I think what is holding the SP down are the following factors:
1) Money earned will go into exploration: how about announcing that say xx% of revenues will go into dividends?
2) Uncertainty of POG
3) overhang from CR
Not sure if management will do something about 1), 2) is something I don't have insight in and leave it up to others to speculate about. 3) will go away soon and will be forgotten.
