    My guess is that what is mentioned as 'obstacles to necessary expansion' that 'are likely to be overcome in the near future', could be money related.
    They could be referring to the the mutual agreement for $230 (Sh303.6 billion) aid from IMF to Tanzania under a Special Drawing Rights (SDRs) - we had that posted before. The money must be in the pipeline IMO
