You've got to be joking haven't you? The Silex project is extremely complicated and hosts a number of interrelated technology outcomes.
It's like saying if the US doesn't purchase a particularly advanced carbine that fires around corners they are doing it because they think guns don't work. A crude analogy I'll admit but should work to illustrate the point.
