Nothing in the statement about using gas. Rather it referred to the likelihood of more hydro, which with its mountains and valleys, PNG is well suited to. Hydro is well suited to base load generation but can also respond quickly to peak demand, as can gas. Gas generation may be utilized as a protection against low rainfall that can cause shortage with hydro. It makes economic sense for PNG to maximise its hydro as a "free" resource and export LNG in order to gain export income. As a renewable, hydro also helps PNG be a good climate change citizen of the world.
Not all the $2B will go into power generation. Extending the grid is also an important aspect of the programme and will take-up a good proportion of the funding.
