the thing is most of the money at the moment goes toward fixing congestion, if people have motivation to leave car at home and use public transport of car sharing then congestion won't be an issue. Broad brush figure is if 2 people were in each car you'd probably reduce traffic at peak hour by close to 40%. Thats huge. If people had to pay for klm's driven, watch the change in habits.
