Yes you are missing something, there are bugger all shares being issued and it's just a franking credit wash for the benefit of holders, hence holders don't have a reason to sell and let the price drop to such ridiculous levels.
It means holders are rewarded in two ways:
1- gifted a chance to get very cheap shares
2- get a bloody big fully franked dividend that actually gives back more cash than they fork out
This is why it can pay to have a guy like Gerry who gets bugger all from running the company, he gets his money like we do, from the performance of the company.
