paper bags are useless as bin liners because they absorb moisture and disintegrate in minutes.
so, shoppers will have to buy PLASTIC bin liners which are 8 times as thick and are dyed heavily.
what you seem to miss is the actual point- the so called Green brigade are gaining traction with their lunacy.
ps- obviously this concept is 'flying' well below your radar screen.
