Its very easy to infer incompetencies on management based on our own armchair analysis of what "we would do" or "what we think should be done" or etc etc . The company at its core has a strategic plan to develop and seek similar opportunities within this same geography. They need to fund this activity somehow , at no time did they announce that they would be ceasing this strategy, to sit on their hands till the money came rolling in, in fact getting a good return on some of the salaries people wheeze about necessitates those activities being funded. ( I wouldnt get out of bed for 1k a day) Not funding it and insisting the company virtually close down to preserve cash is not consistent with the stated business plan of the company.
