Is there an announcement re. (point 2) ? :

2. ............ the pipeline as DNR has declined to use it.

My understanding was that DNR did not want to buy the pipeline from ELK. I don't know why, but one guess was not to give Elk any financial support. ie keep them skint with a view to putting financial pressure on them, to bring about a situation much as we have now. (as per your point 3).

My thinking was that trucking oil would be very expensive and perhaps require environmental approval; but I don't have any evidence to support this.
