    I think it’s just going to take some time for policy makers to recognise that spacetalk isn’t a phone according to the definition of what they seek to have banned. They then just need to make explicit what exempts a phone like device from the ban. School made may be the only requirement. Then any product meeting this/these requirements becomes allowed and there is no product/brand favouritism.
