Why should one nation be automatically put last, when no one knows who will be standing in each electorate?

For example, should one nation be put last if someone like Fraser Anning was running in the senate?

Really?

I cannot for the life of me understand all this bs about preferences etc when an election hasn't been called and nominations haven't closed.
