The article Philippines Gas Crunch by Tim Diass contains a confused picture of EWCs Philippines developments. EWCs Pagbilao development was never designed as a replacement or hub for the Batangas / Malampaya situation. The fact that EWC could run a designated pipeline to that area for $200 mill USD vs the quoted $600mill to $3bill USD is another issue.
The EWC Pagbilao Lng is primarily for the powerstation consumption up to 3000MW per tank ( one tank completed the base for the second poured) With the current approved development of 650MW this allows for substantial excess capacity to supply surrounding consumers. The regional development of small scale modular Lng tanks to multiple region locations is essential and in great demand.The Lng is to be shipped via EWIs Ocean Quest Lng tanker. It is also designed to be a transfer hub to other Asian destinations. In the immediate the gas would be sourced from the USA ,and once approval and development was completed from EWCs Sengkang hub.
The real issue in the Philippines is as the previous article by Val Villanveva in Business Wise and as highlighted by Slipshot and Palmtree is getting a conection to the powergrid and the profound deliberate obstruction to EWC in getting that connection by existing powerproviders and corrupt and or incompetent bureaucracy. The 28th November 2017 EWC was given permission to connect to the existing powerline 800m away for at least 200MW of power production yet it still is being blocked.
The good news is the land purchases have begun for the wholey owned designated powerline (capacity >3000MW +) but this relies upon the completion of the new substation.
